Those who got approved in Dec must got their visa #s before Dec. The officers had done most of their works and just finished in early Dec. That what I guess.

For example, they reviewed my case in Nov. and did a lot of work on it, but only a small part of it not done, then comes Dec. what they do? stop working on it or just finish it?
