I think you misunderstood him/

Maybe it the annotation on the visa is what he/she is talking about. Sometimes, VO writes an annotation limiting the length of stay already on the visa, just for INS officer's reference at the airport. Of course the INS officer makes the final decision how long one can stay. But overstaying the annotation stated time is not good for new visa application next time.
