You are confused with two

different issues.

Visa revalidation will be cancelled soon. That service is for those who had an H\L\O\P visa stamps on their passport, but they are planning to go outside the U.S and coming back in the future. So they need a new visa stamp. They can have it done inside the States as long as their visa stamp has not been expired for over 1 year. They are dealing with Department of States (DOS).

For your case, you are renewing your H4 status. So you need to contact INS, not DOS. INS is in charge of this kind of stuff. So you are fine.
