xiaobaitu, pjiang and others please answer about GC for14 years

My son got his Green card (without fingerprint) in June, 2007.
Now he is 14 years old. Does he need file form I-90 to replace his GC within 30 days of his birthday?
The 30 days is according to stamp date or received date?
