Age was first determined at time I140 approval + visa number available. Then minus I-140 pending time.

"Priority date current is not equal to visa number available to your case if I-140 not approved."

BTW: 824 filed within one year when visa number available is additional requirement. You should first satisfy AGE requirement (less than 21) from the first formula.
