file FOIPA 後, 他的回信讓我茫然... (在線等)

二十天前,我提交了FOIPA,昨天收到了David M. Hardy 的回信, 他的回信中一個問題,我不懂.想請教:
他在心中提到: No records responsive to your FOIPA request were located by a search of the automated indices.

但他又說: You may file an administrative appeal by writing to the Director, Office of Information and Privacy, United States Department of Justice.

我的問題是,為什麽又 file an administrative appeal, 要填一個什麽表格呢?
