J-1 waiver-about Statement

我正在申請J-1豁免, 申請材料已遞交至中國領事館, 我有兩個問題向各位請教:

1. 我是否應等收到中國大使館同意發送"No Objection Letter" 的通知後再向DOS申請, 或者現在就向DOS遞交材料, 以爭取排隊時間;
2. 在DOS 有關J-1豁免申請材料的說明中,第3項是---"A statement demonstrating why the exchange visitor is eligible to recieve a waiver of the two-year home country requirement of the exchange visitor program", 這個聲明中最有力的理由是什麽? 都應該寫些什麽? 我在網上申請case number時, 隻簡單說了兩句, 現在我想應該好好寫一點.
