1） how it was returned （HR說律師沒有在Check上簽字)
- that's why, not how.
If your petition was rejected without a receipt#, probably you can not refile it.

2） whether it's refilable

明天給律師打電話，具體confirm些什麽信息呢

我準備把USCIS Return的原因要回來,是不是有一張
正規的Notice
