sorry to hear your situation. You should sue FBI and USCIS at the same time. USCIS is a customer of FBI name check program. USCIS could choose to establish a communication chaneel to speed up the processing of thousands of applicants, but USCIS decides not to do so. By hoding you back, it is in the best interest of USCIS because you will have to pay EAD fees, AP fees and H1 renewal fees etc.
