look up the phone number in the uscis website and call them. Or ask your school DSO to verify the information from USCIS. USCIS is still processing my case since they just received it almost 4 weeks ago. Our school DSO verified that my case (CS Master's + MBA-Finance) is OK to receive a 2nd OPT. My situation is like yours pretty much. 1st OPT -> H1-B -> F1 -> 2nd OPT. Good luck. Just like what the expert said in my question session, the 2 fields must be different ENOUGH. Best of luck.
