for example, in this case,

right now he has a new I-94.

if his H1B visa will expire on 11/20/2007,
and his extension applicaion was submitted in July, 2007 , with the old I-94 number.

if his H1B got approved in the future,

which I-94 card is valid, the old or the new one?

the new number in new I-94 will be changed back to old one?

what can he do ?
