Never get to IO when call USCIS

Heard folks here share their good experience in calling USCIS about NC and visa number.

I never get connected to a IO when I call USCIS following 1-800-375-5283, 1-2-2-6-1-case no SRCXXXXXX-1-1-3-4. Is it because my case has not been assigned to an IO?
