請問 Radiology, Pjiang & other experts - about H1B

2004 - H1B, DIY, approved, did not pay training fee

2007 - first H1B renewal, DIY, application returned - asking for training fee.

Can you tell me why? the same position, the same company (private, profit).

Question 1.c. of Part A of the H-1B Data Collection and Filing Fee Exemption Supplement asks “Is the beneficiary an exempt H-1B nonimmigrant?” – Does this relate to the training-fee exemption?
