Waiver--china embassy 2 months(my case 2 months), US: 1 month(my case only 18days after receipt date), H1: premium process: 2 week, non-premium:1.5--2 months. (my case: non-premium:47 days in Vermont center).
So totally it will take 4 months!! And the other thing is, in some cases, you don't have to wait to final waiver approval notice for your H1 application!
