VB refers to PD.
NSC/TSC剛公布的處理日期 is referring to the date when a petition was submitted.

For example, your PD is 12/30/2005 EB-2. So you are eligible to file I-485 in Oct and your such petition is received by NSC on 10/5/2007. Then when you refer to NSC processing time, you need to look at the date of 10/5/2007, not your PD any more.
