I have a not thoroughly approved theory based on my observation on multiple immigration forums:
If your case has been assigned to an IO for review, you seem to be able to pass the CSRs (customer support rep) at the CIS's National Service Center 1-800-375-5283 and get transferred to an IO in the service center where your case is at. If it hasn't, you might only be able to speak to a CSR who doesn't know more than what the status tracking web site can tell.

I also noticed that sometimes you need an opener different from a direct question on name check.

I've heard people say your case won't be reviewed by an IO until your security check is cleared. On the other hand, even if your security check has passed, it's possible that your case hasn't reached an IO yet.
