If I transfer H-1 today, do I get new H-1 from 9/12/2007-9/11/2010?

If I apply a second full time H-1 today, do I get 2nd H-1
from 9/12/2007-9/11/2010?

If I apply a second part time H-1 today, do I get 2nd H-1 from 9/12/2007-9/11/2010?
