Tough Question need help

485 Submitted @ July, H4 Extension submitted @ August. My current H4 visa will expire on this September 30. Neither 485 nor H4 got receipt.
I need go back to China.
Can I apply for H4 visa again? Is it possible that USCIS/VisaOfficer will regard my departure as automatically abandoning my H4 application for extension and then, refuse to issue a new one to me?
