Is it normal?

University filed I-140 on behalf of me in middle of Feburary. So far, nothing has been heard except a notice of receipt. More than half year has been gone. Is it normal? I check USCIS web site and noticed that it said 6 month framework. What does it mean? By the way, my case is being handled in Texas center. Thanks.
