CITIC drop box questions

my parents came for the first time and stayed for 2.5 months last year and went back before the 3 months expiration.
I intend to have them to come visit the states every year. This summer I hear that they are eligible for the CITIC program to avoid the dreadful interview and the expected horrible horrible long lines on the street. To those of you who have used CITIC drop box application,
1) when are my parents eligible to apply for b-2 renewals? Their last visa was done June of 2003.
2) how long does the process take? Is it tired to the regular application time frame, or rather independent?
3) what information should they/I provide to make it smooth and trouble free? I don't want any delays.
