回美證,勞工卡&H1B questions

Is 勞工卡 LCA (I-9035)?
A company has just filed a H1B petition for me for 2005 cap. Before the validation date, which is Oct.1, 2005, I plan to go back China. Can I apply for 回美證? Do I have to get H1B petition approval before applying for a 回美證?
