Non-profit H1b is not possible, since this institution has nothing to do with research, it is not even non-profit.

Since there is no OPT, if he is a Canadian citizen, use TN, or use E3 if Australian citizen, or if has Singapore passport, can use special H1 quota for Singapore citizens.
