Pjiang: Official link about the 08/28/07 deadline?

Do you have any official link or source that shows for people under NSC for 485 purpose can mail either to TSC or NSC BEFORE 08/28/07 although the direct filing address effective 07/31/07?

According your previous post, NSC is faster.I just I want to make it sure I do can mail 485 to NSC.
