請問：關於I-140 efiling，可以diy嗎？

我們沒有請律師，但想用efiling來贏得幾天時間

同時又看到efiling的條件是
Purpose of Form
To petition for an alien worker to become a permanent resident in the United States. This form is filed on behalf of an alien, and not by the alien.

這個not by the alien是不是說外國人都不可以用efiling
所以除非你有律師，或者是公司幫著file，否則都不可以用efiling??
