Thanks for your great help and sorry for delayed reply.
As you may read my reply to xklxkl, the date on the notice letter is 07-16-2007, just one day before issuing the restatement of July visa bulletin. Bad Luck!

You suggest me to re-mail the original package. But all the forms were dated 07--01-2007. Do you think it matters? Should I refill out the forms and put the new date.
