IO officer 's answers were almost consistent. like "my case is in the staging area/waiting area/pool" etc. Only one IO told me that background check hasn't come back yet. Now I believe the background check he mentioned is indeed internal check made by CIS itself. If you hear security check from IO, it mostly means FBI name check. CIS response to my senator's inquiry says that my case is in a visa available area waiting for IO, please allow 2-3 weeks for us to process. This was on July 5, and today is July 24, within three weeks CIS framed.
