Ok, so what I have understood from both of you is that USCIS will first cutoff based on the priority date and VB. If the VB current date is June 30 2007, then they will not process the cases with a PD after July 1st. If the VB current date is July 31, then the guy with earlier RD could be processed earlier or randomly. Thanks.
