Help: 是否可以把I140遞到Texas center？

Hi, Xiaobaixu and other experts,
My hu*****and is planning to send 140 this month(July). According to the 140 instruction we need to file in Nebraska.
We will belong to Texas service center after July 30. My question is can we file to Texas directly in July?
