I had same problem last year. I went the local office for interim EAD. The IO told me they no longer issued interim EAD but I still could work with my renew receipt. I said our HR didn't accept my receipt, and then the IO gave me a notice and wrote down the date and stamped on it. I gave the notice with my receipt, finally the HR accepted it.
