Yes. I have the same experience. First time, I sent to CSC, They forward my documents to NSC, and then NSC returned all my documents, saying that I should directly send to CSC. So I send to CSC again, but I have not got the receipt from them yet. It has been 40 days. They took the application fee from my bank account last week.
According to their instruction, I should send to NSC becasue my hu*****and's I-129 was approved from NSC. Anyway, no one knows and no one cares. I called the service center and went to local USCIS office. They said NSC... so, I sent it to NSC two weeks ago, they returned my doc immediately. (this is the third time try)
