FP expires every 15 months.

My NC was cleared half of a year ago, and I still got the 2nd FP notice in May.

Isn't finger print not supposed to change during a person's lifetime? Why do they have to take an applicant's finger print every 15 months? It does not make sense to me, but that is the way it is.
