You are right. I met a Chinese couple (chao xian zu) smuggled to the US from Canada in 1998 and worked in his brother's restaurant illegaly. This couple is the beneficiary of 245i and got their green cards in 2004 sponsored by his brother. I came to the US the same year as the couple legally with PhD but got the card this year. The 12 million illegal immigrants are probably the result of 245i at all!
