can I file anothe NIW? current one is pending in NSC

My I-140 NIW is currently pending in NSC (filed in 04/07), and seems no hope in a long time.
since after 07/30, one can do direct filing, and my district is in Texas, can I file another copy of NIW to TSC?
Some people said if you send the package to TSC, it would probably be processed there now, so is there any chance I can do it now?
