So that NO cases can be delivered before the announcement is out and NO excuse to force them accept your cases.

If some cases were to be accepted and others don't, there will be an even bigger fight and argument. So they simply avoided such a situation by cutting out all cases received Jul 2, as of 12:00AM!!!

Sigh! What a government!
