請問pjing老師: Do you know the exact time frame? Thanks in advance

What do you mean the "certain time period" if I, as F-1 student, just came back from China on Jun 4th and plan to file NIW tomorrow? I applied F-1 visa on May 14th and got visa on May 28th.
Do you know the exact time that I should wait? Should I wait till Aug 4th?
It's the most bad news I've heard so far.wuwuwu.....
Do you know the result if I still file my NIW tomorrow?
