Thanks for your reply, but still don't understand your answer. I know from website that my LC was certified from BEC, my PD is 08/2003, I wish I can file everything before July.1, but I don't expect that I can get the LC approval letter before that day, you know BEC is always slow. So I just want to get some idea whether we need the official LC approval letter to file 140 and 485. Thanks a lot.
