Xiaobaitu, Please Help! Can Canadian PR CP in Canada?

1) Can Canadian PR request CP at American Consulates in Canada?

2) Will it possibly be forwarded back to China instead at the time of interview?

3) Or supposed it is denied at interview, can I come back to US based on the no visa 30 days rule with my H1b?
