please help for the case -- XBT or anyone?

My case:

PERM EB3, I 140 Approved
2nd PERM application is ready to for EB2.

Since the visa staus is all C now, we can I 485 base on EB3, but my attorney still think we should the 2nd PERM in case the EB3 is retrogress again and I will have to wait longer time.

What is the pros and cons? Should we still it or just drop the case?
