請問哪個日子才是priority date?

我們公司有一個以前留下labor certificate,但是我搞不清它的PD是哪天.一個是
是08/30/03 filed LC with California EDD, it took one year for EDD to
process the initial application, then the LC application was sent to
the US department of Labor on 08/30/2004.我想知道倒底這個PD是03年還是
04年,謝謝!
