The processing time for change of status to F1 is about one month now. For example, On Mar. 22, 2004, Texas Center was processing the applications recieved on Feb. 19, 2004. So you may be able to change your status to F1 after you enter states with F2 before your school starts. I have a friend who has changed H4 to F1 in less than one month.
