question about MA state tax

Hi:

I live in MA. Last year I have short-term gain, and long term loss. I found out that MA charges 12% on short-term gain, and long term loss does not help me at all.

Long term loss can neutralize the long term gain, and can be carry over to the next year, but does not help my short term gain. I am disappointed, and wondering if I am right.
