It's possible to require tax return,but I don't agree your opini

There isn't any law said H4 holder can't open a business,
H4 holder may hire others who have working right to work for him/her,it's legal.
All basis should be from Immigration & Nationality Act
& its amendments,or memo(s) of CIS.
