Cropping is different from altering the picture

Today, almost all pictures are taken by digital format. You may crop, rotate, adjust brightness/contrast and it's not considered altering the picture. But fixing blemishes, adding/deleting objects, and touch-ups are not OK.
BTW, this is also the standard used by news organizations.
