"Digital Photos" refer to pictures in electronic format

You cannot give them a flash memory card or a USB jump drive and say "Hey, my photos are in here!".

Almost all passport photos are taken by digital cameras nowadays. As long as you have your photos printed on the 2 x 2 inch paper (they have detailed requirement about the photos), you are fine.
