You may take photos yourself with any digital camera

Go to any supermarket with Kodak Photo Kiosk, choose "Print ID Photo" option, crop and edit it anyway you want, the final print is 4"x6" with six 2"x2" standard passport photos on it.
Grand total: 29 cents, or 21 cents if you can find a bargain. :)
And since you are doing it by yourself, you will surely do better than any teenage CVS clerk.
