question about GCD in 485 filing

My brother had been a GCD 20 years ago and resigned 10 years ago(no more pay the GCD fee), in 485 filing he wrote yes, it will affect the application? by the way, his wife is the mainly applicate(EB2), does the situation will affect his family(wife and kids) application? If not, at least his kids and wife can get the GC?
