H1 transfer

H1 transfer application still not approved after 7 months (previous one expired). Is there any time limit for working under such status? The International Office of my school told me it is 240 days, and urge me to submit a premium processing. Is it necessary? Please point me to the regulation documents of BCIS. Thanks a lot!
