You are changing situation: first you said a China citizen applying for B2 visa for WITHOUT any sponsorship from USA; then you mentioned a US citizen sponsored his mom. They are TOTAL different.

I don't think a US citizen will do any help for B2 visa unless he/she is going to take the LIABILITY (sponsorship).
