It was a mistake by CIS,you should write to them through

mail ,if you prefer via fax,I suggest you send them meanwhile,because fax procedure just for emergency,if
the officer who take care fax doesn't think it's an emergency, the way ( fax) won't work.
An explaination letter & I-20,I-94's copy & F1 visa copy
should be included.
