Should I file PERM based I-140 & I-485

EB3 based: RIR PD Oct 02, approved in July 06, I-140 approved in April 07
EB2 based: PERM approved in March 07
Since the EB3 has not moved anywhere in the past 4 months, should I take the advantage of I-140 PD carry-over and file my EB2 based I-140 & I-485 or should I wait until my EB3 based become current which I don't know when???
Any comments are very appreciate.
